Jeff Friedland

Director of Emergency Management/Homeland Security

Jeffrey Friedland has been the Director of Emergency Management/Homeland Security for St. Clair County since 1988. He has been involved in the field of emergency services his entire career and has the opportunity to serve as president of two statewide organizations, the Michigan Emergency Management Association and the Michigan State Fireman’s Association. He currently serves as the Chair of the Southeast Michigan/Detroit Urban Area Security Initiative Board. Mr. Friedland has received three degrees; an Associate’s in law enforcement, Bachelor’s in Business, and a Master’s in Security Studies. He was the first local government representative to complete the Naval Postgraduate School’s Masters Program. Jeff also has completed the State of Michigan’s Professional Emergency Manager Program. Jeff was appointed to the Michigan Public Safety Communications System Advisory Board by Governor Granholm in 2005. He served as the Chairman of the Tactical Interoperability Planning Committee which was charged with developing the State plan. He also is a member of the Michigan Infrastructure Coordinating Committee and serves on the Emergency Services Sector. He also is an Adjunct Professor with Siena Height University in the Leadership of Homeland Security and Emergency Management Master’s Program. In 2007, the Department of Homeland Security appointed Jeff to the newly created State, Local, Tribal and Territorial Governmental Coordinating Council for Critical Infrastructure. He chairs the Council’s Information Sharing Working Group and is the Council’s Liaison to the Emergency Services and Critical Manufacturing Government Coordinating Councils. He also serves on the Emergency Services Sector Coordinating Council and Information Requirements Working Group. During his journey as the Director for St. Clair County, his accomplishments include planning, preparing and coordinating numerous International exercises, the formation of a county-wide response team, recipient of the Michigan Emergency Management Association’s Coordinator of the Year award in 1995 and 2009, a 1996 “Telly” award, creation of planning districts, the implementation of the first Virtual Cities program in the nation, and the integration of GIS into the planning and response process among other things. He has been responsible in obtaining numerous public and private grants for various Homeland Security projects. On a personal note, Jeff is married to wife, Patti and has three wonderful children and three grandchildren. In his spare time, he enjoys swimming and gardening.
